my laptop wont boot to safe mode

i want to boot my laptop into safe mode..but i try to safe mode it is not response..whal should i do ..how can i fix that..if i factory restore my laptop what would happen? also the OS are wife out or n0t.?pls help thank you..i hope you can help me ..

i've already try that but may pc setting are not the same in another laptop usng windows 8.1..when i go to setting>>change pc setting>>update & recovery>>recovery>>restart now..and then w3ill appear choose an option only i see i is troubleshoot and turn of pc..when i press troubleshoot only will appear is UEFI but im n0t sure if UEFI sorry for that but i see is starting from letter U ..im only sure my laptop setting are n0t the same to another laptop using windows 8.1..

Any one of those methods in the article harryfishrules posted should work. You also asked about what would happen if you factory restored your laptop: A factory recovery will erase all of your data and reinstall Windows according to the factory settings from the manufacturer. It's a last resort option.
