My laptop won't shut down after I put a file on it and now when I click on the shut down button it doesn't shut down

My laptop won't shut down after I put a file on it and now when I click on the shut down button it doesn't shut down
And when I play a video in VLC the video doesn't play
How can I solve this problem

Well you might try deleting the file. If it is the cause. If it isn't, then you may have to use the dreaded CTRL+ALT+DEL to shut down, or cut the power.
