my phone wont turn on

My cell phone won't turn on and if I try to plug it in to charge, instead of showing me a charging battery with the percent underneath like it usually does, it's showing me a symbol of a full battery and a red exclamation point next to it. It has also been shutting itself off lately. I also switched the battery with a fully charged one and the same thing happened.

Sounds like something is defective and you should take it to your cell phone provider to see if it can be fixed. You gave next to no info on the brand or the service that you have except to say it's a cell phone.

It's an HTC vivid from android and the carrier is at&t

I had the HTC Rezound and also had battery issues with it , mine was with Verizon and I had taken it back to the Verizon store several times with no success. I now have a different phone.
You can try updating the firmware , software and even switching the sim card to see if you have any success.
