When my Samsung galaxy tad 3 has 49 present change and i take it of it terns off and when i live it one the charge it stay one

Try a factory reset (that will wipe your internal storage), if that does not help you can download a stock ROM for the tablet and flash it using a computer (instructions should be in the same place you can download the ROM from, just do a web search for "Galaxy Tab 3 stock ROM"), if that does not help, contact Samsung for help, it will need to be repaired or replaced.
