My tablet turn on but pattern screen not comes for a long time if pattern screen comes then touch is not working pattern is no

That Milagrow tabtop 7.16c model mbpt 9 it shows android logo for long time before turn on I.e showing pattern screen but pattern is not working due to touch is not working

If under warranty I would contact the manufacturer. If it isn't, then try a having a local tech look at it.
