My transcend external harddisk can't detect in my laptop or other laptop... What is the solution? Can anyone help me? It's not

i connect the Drive to the usb 3.0 port, which is made for external drives (it's labelled ss) and it works, by that i mean it makes sounds. but it is not detected in my laptop, not even in the device manager. what should i do ?
IT's not detected in BIOS as well.
