"Android stream device" very vague. How about a Fire Stick or Miracast?

You will need an HDMI to component video plus audio converter like this one

A passive cable will not work. There are converters that look like a cable but are powered via HDMI. I would get one with a separate power supply as the HDMI voltage can be a problem.
