Assuming is a Dell 6400 and the ..."fell 6400..." is a typo

Is there an OS on the new hard drive?
Are you trying to install an OS?

You could press the F12 key when you see the Dell logo and select the appropriate boot device from the list.
If you have a new hard drive with an OS, then you can select it as the first boot option in the BIOS.

Press F2 to Enter BIIOS
Go to Settings>General>Boot sequence
Select Internal HDD (IRRT) as the first boot option.
