Need help cleaning grandparent's computer

So my grandparents managed to download a billion viruses, and its my job to remove them. However, internet explorer literally does't work because of the viruses (some fake "there is a virus on your computer" popup prevents me from doing anything), so I can't install an antivirus, and windows uninstaller seems outmatched. How would i be able to delete all the viruses? I do not have access to another computer.

Have you thought about just wiping and reloading the OS?

If you have access to another PC you can download an antivirus from there and put it on a usb drive. Just get AVG or something else free and that should do the job. There is also the possibility that the computer is beyond repair (or just not worth the time) and in that case you should just re-install windows.

You could try a bootable Antivirus.
