need help installing win7

i have toshiba c50-a626 with windows 8.1. i tried to install win7 on it but wont work i couldnt be able to boot from usb or cd drive.by mistake i did format the c drive using command prompt. now still have same issue i cant boot from usb or cd to install windows...please help me out even now i have formated the windows using CMD

check in the bios to see what the boot order is. did you test the dvd & usb to see if they are bootable or not?
