I did a factory reset it came on said welcome english then Wi-Fi and cant get passed that dont have sim card its a Samsung core can u please help

You need access to get past it. Many phones won't run without a SIM in them, even if the SIM has no service. If yours did work without one, for WiFi, then it should still do so now. The SIM would only be for calls, texts and data.
