Need help with gaming pc!

Hi everyone, I'm new to this so if I've posted in the wrong thread I apologise in advance. But my problem is, I have a gaming pc which is about a year old. When I run a game (rainbow 6 siege) I can get a steady 60fps no trouble. However when I'm finished with my pc I shut it down, but when I turn it back on and load the game up I can bearly get 7 fps. This happens on almost everything you do on the pc, loading up the internet is extremely slow, if I reset my pc it just does the same. This has been happening for a while now and I'm really unsure about what it is. If I restart it enough times it will run everything perfect again. But if I reset or shut it down the same thing happens. Please help!

i only know the gpu cpu and ram, they are i5 4690k, a gtx 760 and 16GB of ram
