Need to make a choice between gtx 1070 and 1070 max Q.

I have one option of hp omen 17 which has i7 7700hq process with GTX 1070.
The Second option i have is of omen 15 which has i7 8750H with gtx 1070 Max Q design.

Both are almost same price.I don't know what to choose.
People say max-Q design is slower than the normal gtx in a laptop where as others say 8th gen i7 has more cores and will be future proof.

Any advice.

If the choice was mine, I'd pick up the 8th Gen. The overall size (15" v 17") and power efficiency should also be considered.

The GTX 1070 Max-Q isn't too much slower. GTX 1080 Max-Q, on the other hand, is significantly slower than the regular GTX 1080.

The 1070 max Q is indeed slower than the regular 1070 for laptops, being approximately 10-15% slower, if you're only going to be gaming on this system then the first build is perfect, you really don't need more than 4 cores when it comes to gaming. If you're doing heavy stuff like rendering then the 8750H laptop will be more necessary.
Future proof doesn't really work as you never know what the future holds, if you're doing a mix between multi tasking and gaming I'd go with the 2nd one, will still hold up nicely in games.

I Saw a video which shows gtx 1070 is 34% better than gtx 1070 maxQ.

You are right i should prefer the 34% performance edge normal 1070 has. i dont do any rendering work though..
Its just i dont wanna regret later that i a 4 core processor is pulling me back in games.

This the video link where i saw the comparison.he uses two diff laptops with exact same specs but one with max q and one with normal gtx 1070.
 
The GTX 1070 provides better performance than the GTX 1070 Max-Q. Click the TinyURL link (the actual link is extremely long) below which will bring to Notebookcheck.net's game benchmark comparison for those two GPUs. The difference isn't bad overall. The biggest difference is in FIFA 18 where the GTX 1070 can push 300+ FPS using 1080p and ultra settings while the GTX 1070 Max-Q can only manage 200+ FPS. Good luck finding a LCD display for either desktop or laptop that is capable of displaying 200+ FPS.

The purpose of Max-Q is to reduce heat by lowering the voltage. It also reduces noise because less heat mean fans can spin at lower speeds to keep the laptop cool.

Be aware that the more cores the CPU has, the more heat it will produce. That is why the choice is either a quad core CPU and the GTX 1070, or a hex core CPU (produces more heat) and the GTX 1070 Max-Q (produces less heat).
