Question Nefarious tactic in iOS software update process

For Apple portable device owners -- and maybe someone who has some inside info on this tactic -- I have a question. In theory ... whenever we initiate an iOS software update on our portable devices ... when the process is completed, EVERYTHING on my device should be put back EXACTLY like it was before the update process started. In other words, Apple SHOULD NOT be changing ANYTHING on my device. They have no right to alter any of my current settings -- thereby forcing me to go through the work of changing them back.

If that's the case, then WHY does Apple insist on always turning my Bluetooth ON every time it does an update? I leave my Bluetooth turned off to conserve battery life. If it is turned off when the process starts, why isn't it turned off after it's done? The reason I posit 'something nefarious' is because I can't accept that this is simply an oversight. I am convinced that Apple wants my Bluetooth turned on -- and is willing to override my desires if I don't agree. Why would they do that?

That's 'Apple-speak' -- the pat answer given to people who don't know better. All that answer provides is the reason for Bluetooth connectivity. The question is ... if I CHOOSE to have my Bluetooth turned off, even if it needs to be turned on during the update process, WHY doesn't Apple put my Bluetooth state back like it was? In other words, the point of the question is ... if Apple is meticulous about putting everything back the way it was, why leave the Bluetooth turned on?
