netbook speed question?

I'm currently looking for a 10-12 inch laptop (used) for my parent. I think they need it for pretty basic stuff like checking email and watching youtube in native resolution. they also plan to do their taxes on it with some software so this laptop must run windows 7 or up. They say they want to keep it under $110

anyways. I've been doing some research online and I've come to the conclusion that the Atom cpu can't really run video streaming. is this true?

check out the chromebooks online. You can do all of that and they are alot quicker. It includes googles spread sheet software that can actually be used on excel if the files are opened on another computer
