Netflix quality issue

I want to watch everything on Netflix in the best quality possible. Most of the time I am able to, but sometimes if my connection is acting a little slower then Netflix will downgrade the quality until the signal regains strength. It can look horrible when it does it. Is there a way to make it just pause and buffer instead of downgrading quality?

Don't think so. You can right-click on the video and see if there are options in the player to increase the buffer size.
