Neither of those have an HDMI port, so unless your TV has a VGA plug and audio input, you don't want either of those systems.

Best budget setup for playing videos on a non-smart TV would be a HDMI media stick with a wireless keyboard. You can even get a portable full Windows system on a stick, although of course you are looking at a bit of a limited setup due to the speed. https://www.digitaltrends.com/computing/best-stick-pcs/

If you don't care much about general PC use, something like a ROKU is good just for media use.
