New laptop is very slow! How can I make it run faster?

I bought a new Dell laptop that came with Windows 10, I thought that it would run faster than my old laptop. And, Whenever I open task manager it shows around 70% CPU usage even when everything is closed. How can I make it run faster?

If there's an AV program like Mcafee or Bitdefender on it uninstall it

It's probably all the bloatware companies put on their laptops

^Try the method above as suggested first.
After that you should defragment the hard drive.
It will help speed things a little bit.

If it uses an SSD dont defrag it
