new SSD won't boot

Hello.
I bought and replaced my original system hard drive with an 128GB SSD. I installed windows 7 on it and after it restarted to finish the installation i recieved error message BootDevice not found, error code 03F.
Running hard drive check shows no errors. Note that i have 2 disk drives, the second one is 1TB without OS. Things i tried: enable/disable legacy boot, change sata speed, reset cmos (remove battery), change sata type to ide/ahci. I can run File Explorer from windows recovery tools and see that the ssd is healthy and has successfully installed windows.

My bios offers only "laptop hard drive", doesn't let me choose specific hdd. But yes i did try setting it on top of the list.
Note that the second hdd (non ssd) doesnt have an OS.
