I bought a next book from my neighbors son and when I charged it and turned it on it said I had to activate operation and wanted a # from the reciept I don't have any of that

Most probably, this means "Activating Windows", and you need a valid license to do that. If the computer itself did not have Windows preinstalled at the factory, this key will be available once proper license is bought from Microsoft or its official resellers.
