No lights on laptop with mains charger with battery out

I have a compac presario cq61 no battery light on laptop with mains charger but the laptop turns on but not charging the battery. If i take out the battery leave the mains charger on it does not turn on any soulutions plz help

Check the charger with a Voltmeter...
