2010 Intel spring peak white book w socket PGA 989. Upgraded CPU from core I3 to core I 7. Both CPUs are supported. No power. Put I3 back. No power. So problem not CPU. Tried unplugging and taking battery out and pushing power button several times. Nothing again. Problem not power supply or on/off switch. Also removed memory. Nothing. When battery is removed and I plug laptop in indicator flashes telling me there is no battery installed. So there is some functionality. Obviously something happened when I installed the new CPU. I've done this many times before with no problems. Have no idea what's going on.. thanks in advance for any help.

You quite likely have damaged the motherboard by touching the PCB with your bare hands, causing a short curcuit. Sorry, but I think it's time for a new laptop for you.
