Not enough storage but have over 20gb

I'm trying to transfer apps from my internal storage to my sd card. I have an LG Stylo h631 and a pny 32gb sd card from walmart. I have over 7gb available in internal storage and over 28gb available on my sd card. I have android 6.0 on this phone. When I try to move an app from internal to sd when it reaches 90% it says not enough storage space. In storage it says 500mb used of 28.96gb on my sd card. I moved everything off the card and onto my phone and formated the card and started transfering things back to the card but when it reached 500mb it stopped leting me transfer things again. Why is it only letting me put 500mb onto a 32gb card? Someone said to clear all cache, i've done that. Anyone have any ideas why its not letting me put more than 500mb on it?

Well there are a few possible causes here.

The simplest being that the card doesn't have as much space as it says it does. I would check the cards information online, via the manufacturer, to make sure it actually does hold as much as it says it does.

If this isn't the case, Then it is possible it has things on it you don't realize are there. They could be things you didn't move there, but were added by programs on the phone. You can try plugging in the phone to your computer and then viewing the SD cards contents from the computer. Unless your computer has a direct card reader. This will let you know if there is anything else on it. If so, then before removing you may want to check to make sure they aren't files any app on your...
