Oh, you should have done a clean install of Windows 10. Upgrading just breaks all of the stuff
Initially you can't do a clean install of the free Win10 upgrade.
You have to install it as an "in place" upgrade first, so the OP had no choice in the matter.
You are then permitted to do a clean install at a later date if you want to.

Anyway, I support your answer for reinstalling GeForce Experience.
Though, it would be the best to:
First of all, download new nvidia graphics card drivers (for your appropriate graphics card)
1) Uninstall all the NVIDIA stuff in the control panel (they always taught me to uninstall the graphics driver last)
2) Download DDU
3) Run it
4) Reboot into safe mode
5) Clean and restart
6) Install graphics drivers that you previously downloaded
The graphics card drivers include GeForce Experience with themselves.
