There is quite a substantial difference in speed/bandwidth between DDR3 and DDR5. This is why you saw the phasing out of GDDR3 GPU's in favor of GDDR5 and now HBM memory, higher bandwidth can lead to quite substantial performance gains. And as for laptops that have that particular GPU it seems that some of the Dell Inspiron 17 Series have it and the Acer Aspire E 15 Series have it as well. It is certainly not a high end chip by any means but if you find a laptop for a good price it would be suitable for light gaming.
