Solved! On WIFI why does upload reduce download speed?

I'm using a video chat . I use upload of video and download also. I thought that the upload would not slow down the download but using speedtest.net I see that
the download test is down to 3.5 Mb/sec and if I turn off the upload video I get about 12 Mb/Sec.

Is that normal or is there an ISP issue?

Yes, uploading/downloading while performing a throughput test (like with speedtest) will impact the results. Since you have stuff in the "pipe", the amount the test can use is lowered. Likely nothing to be concerned about.

AFAIK, Wifi is half duplex. This means transmitting and receiving need to take turns. If you are doing both at the same time they will be slowed down. This is no the case for a direct ethernet connection.
