Online videos run slow on one computer, but not my other.

I have two computers, both fresh OS installs, both SAME install, and both have had the same install in the past. Both have windows 7 64 bit. Youtube will load videos a bit quicker than other websites such as wimp.com. But, the other computer will buffer 10X faster..no joke. This just started happening, we have two computers run all the time. cleared temp files and cookies, still doing it. Any ideas? i tried to research and just when i type in videos, everyone is talking about youtube and i get useless info. thanks!

Other than the OS installs, is the hardware on both computers the same (such as CPU, RAM, and GPU)?
