How can I boot up my acer in safe mode ,when the above error shows?

I am guessing you mean "operating system", can be a hard drive is loose, could be a bad hard drive, could be the BIOS options for the drive were changed. Check the BIOS and see what the drive mode is, set it to the other mode and see if it boots. Legacy (ATA), AHCI, maybe Raid.

sry ps , it also says " you"ll need to use the recovery tools on your installation media,If you don"t have any installation media { like a disc or USB device), contact your sysyem administrator ( ME ,lol ) or PC manufacturer.

If you already checked things I posted, make a recovery media for your OS, boot off that and try a repair setup. If that fails try a full clean setup. Good idea to do this on a new hard drive also.
