Optical on tv and soundbar

I have an RCA soundbar and a Samsung TV. Both have Optical connections. The TV 's only output is optical. When I connect both I only get a motorboat sound. I have changed the sound option on tv to external speaker and turned the optical setting on soundbar to "Optical".
But just get the static or motorboat sound.
If I connect to the dvd player I do get sound from the sound bar.

Nowhere on the tv is there a spot to change to pcm

If your TV has ARC (audio return channel) you can get an HDMI audio extractor to connect to the HDMI-ARC input.

Turn ARC on in the TV. It will provide an analog audio output that you can use for the soundbar if it has an aux input.
