OS not found

Hi! I have a VAIO VPCEB1S1E when I turn it on it says OPERATING SYSTEM NOT FOUND I have a recovery disc but my computer wont read the CD I heard it spinning but nothing is happening. Please help me I cannot afford to buy a new one.

Could be a faulty hdd, or its not in properly. Or the cables for the hdd are loose
