i shut down and now it wont restart tried f8 but it wont start in any of the safe modes

Does it finish the BIOS self test? Anything displayed on the screen?
Can you boot up with a CD/DVD bootable disc?

it starts up showing the packard bell then then the screen displays windows failed to start, followed by launch startup repair, if you press startup repair it displays windows is loading files then screen goes blank after that nothing happens. Do not have dvd drive. Thanks for your time.

forgot, the screen goes to the blue windows screen cursor moves but nothing happens after that

Sounds like a corrupt Windows operating system.
A fresh install would likely take care of the problem.
