PAL vs NTSC

i would like to know if it is possible to convert a PAL dvd into a NTSC dvd
if yes could you suggest me a program for that

yes it's possible but you have to capture the footage on the dvd, then transcode it and then burn it back on to a new one. only program i know that'll do it is Adobe Encore Pro 6.5 and it's still gonna be complicated to get the image.

DVDs can be ripped into .avi, right? So rip your PAL DVD to an .avi file, then use DVD santa or whatever you like to turn your .avi BACK into a DVD, this time in the NTSC format.

assuming your software will let you capture from PAL and the burn in NTSC (and i've never tried this so i can't be sure), i doubt you'll loose any quality due to the transfer. unfortunatly NTSC doesn't have the same colour palette that PAL has, so you may notice some difference between the copies but it'll be due to the format change.
