I changed "world time" while on a trip to different time zones. It appears that each time a change was made some recorded footage was lost (but file sequence numbers remained consecutive). Is this a known problem? Is there any solution apart from not making time changes?

I downloaded all files on the video card by directly attaching the card to a PC. All file names were in sequence from beginning to end of card (00000, 00001,...,01511) with no missing numbers. But there are gaps in the footage which seem to be directly related to when I changed World Time to get local time stamps on the video files, eg a 48 hour period when I am certain footage was taken but no files have that date/time nor do they have the footage taken.

Have you checked all your video files to see that the numbers are actually in chronological order? It's quite possible that the file numbering is not 1:1 with chronological time, especially if you deleted files between recordings.

When the files are ordered by date there is a 48 hour gap and no out-of-sequence numbering. File 179 = 4th at 23:40, file 180 = 6th at 23:23. The World Time was changed at 14:20 (local) on the 5th.
