Partial boot to blank screen with cursor

Acer Aspire quad core slowly boots to welcome screen then to blank screen with cursor. Could this be a Bios setting that needs adjusted?

sounds like windows is screwed up. could be caused by software corruption or bad sectors in the hard drive.

Seem so. Just can't get it to boot or even take a boot repair from CD or Thumb drive. Thanks.

do you still need your data or do you have it saved off drive?

No, not everything. My wife does a Christian e-magazine and she uses multiple storage devices. Just need to be able to boot up. I'm calling a computer repair place now. I just can't get into it to boot it. Thanks for your help.
