partner from ads.servebom.com trying to download

I literally just installed Windows 8.1 Embedded industry pro on this computer and tomshardware.com was about the 3rd or 4th website that I visited (using Internet explorer). I get a notification at the bottom (the standard download prompt) that says

Do you want to open or save partner from ads.servebom.com?

I even rebooted and came to tomshardware straight from the internet explorer default home page, and same result.

I imagine this is some sort of spyware. Where/ why did this likely originate? Are there some settings that I should change to avoid similar occurrences in the future?

Edit: I noticed that I am prompted to download the same file when I am on laptopmag.com's website, too.

Try using a browser extension like uBlock Origin on a browser other than the useless Internet Explorer.
