PC Cleaning Software

How does PC cleaning software work? How does it differentiate from useful files, from the others?

Not necessary in my opinion, in fact many of them do more harm than good (especially the infamous Registry cleaners which have the potential to break Windows).

The utilities included with Windows are sufficient, together with occasional housekeeping done manually by the PC user (that's you).

Third-party clean-up software? - - don't be drawn in by all the hype and claims that their developers make.
My advice is stay away from them.

You can clean up your files with CCLEANER, it also has a mild registry cleaner (which should only be run if you have issues not until)
I prefer auslogics Defragger to the Microsoft Windows 10 one, it handles SSD much better.

I used to use ccleaner. Recently I changed to use win 10 and I discovered that ccleaner do not function properly in Win 10. Do you know what is the problem?

I use win 10 and ccleaner all the time , well once a month without issues, what is your particular problem with the program

All proprietary info.
But mostly...

Known file names and attributes
Known bad actors and attributes
Registry entries that talk to something that no longer exists. Maybe.
Empty the temp file folder
etc, etc, etc...
