Question pc doesnt start at first attempt

hi there,
please listen my problem and sorry for my way to elaborate it as i am not professioonal
i have ecs h67h2 m3 board and there are two led on my casing panel red and green when i press power button first time only green light glows and fans and everthing starts but no display then i press power to off and press again to on, i do this 3 to 4 times until both green and red light glows and this time the intensity of noise becomes high and display comes and i can use pc
what could be the problem

You don't say whether you've got a desktop or laptop. I'm guessing it's a desktop, in which case it's likely to be a failing PSU (power supply).
