PC not recognizing TV through HDMI when TV is on

I am trying to connect my PC to TV with HDMI cable. I have changed resolution, put in correct HDMI on TV, but if the TV is on, it doesn't show the extra "monitor". If the TV is off, it shows it as screen 2 on the PC. I have tried two different laptops, one with Windows 7 and one with Windows 8.1. I have also tried this on two different TV's.

with your laptop did you cycle through the external display modes using the fn key + one of the fkeys? (there should be a little double box icon on one of the fkeys... on asus its fn+f5 i believe not sure about any other brands)
