PC to PS4 party chat?

I have a PC but all of my friends have a PS4 and talk to each other through the party chat on there. Is there a way I could talk with them even though I'm on the PC?

Do I need to download a program or something? Could they download a program on their PS4 that would do it? I don't care whether its 3rd party or not.

The games are on completely separate servers, you cant game with them.

There is no PC app to be allowed to access sony network to do party chat.

Well then is there an app that Playstation 4 users could download to talk to me?

Not one that I know of at least, I think only Xbox has this capability to chat with PC.

Had you made any slightest sort of an effort to google this, you would see there is a playstation app (literally called "Playstation App") developed by Sony for android that allows you to chat.
