Phone Drawing Less Power From USB Port

Hey people. So, I'm just curious about one thing. I can charge my phone from my laptop, but it's extremely slow charging. I can read in the USB Port's properties in Device Manager, that it can provide 500 mA per port, and it shows my phone is taking 94 mA only. Why is that so? Or is it not as-simple-as-that? I'm unable to understand this.

for many reasons it will not draw max current. its up to your phone to decide how much power to draw (its internal power charge circuit) up to the limit of the device which will cut power (if something trys to draw more then 500ma from your laptop, your laptop will stop it from doing so one way or another usually a self resetting fuse). usually though its battery temp and level, if battery is hot or battery is closer to full charge it will not charge as fast as when battery is completely dead or cold which is when a max charge rate could be applied.
