I had to call a business the other day that has the best scam call discourager I have run across. When you reach the number, a recording starts "if you wish to reach a human press 1" otherwise hang up. I think this would eliminate about 90% of scam calls. Does anyone know what this filter is and how to get it?

Is this for your business or are you looking for something for personal use? For business, as they were using it for, just about any modern PBX system can be set up like that. Just search for PBX systems, though they can be costly. If you're looking for affordable options you can consider something like Ooma.
