Question galaxy Tab active 2 no dial pad no calling.

I need help here clue me in, I have a tab active 2 unlocked with sim it works data wise I'm using it to post this however I have some problems, I was under the impression with sim I could make calls, I cant figure out how,
For example If I go to contacts and try to click a number it wont dial it nothing happens I dont have any dial key pad that pops up no phone options the dial icon tries to open something called skype,
If I call the phone number that came with the sim of from another phone I get straight to voice mail.

A: The SIM card is required to transmit data over the VZW network. You cannot make a cellular voice call with the tablet - e.g. like an HHP - unless you are doing it VoIP.

Thanx but it's odd I saw places saying a galaxy tab active 2 with sim could be used as a phone but of course I tried what they posted to do and mine doesnt work I cant even get a dial pad to pop up,
So is there an app so I can use the number they gave me with my sim card to make and receive calls and texts on this tab?
