Can you play Solitaire and use Comcast to watch it on TV instead of the Chromebook display?

Yes, if you have a smart TV and both, the Chromebook and TV are in the same network.
You could either use the Google Home app or go to Settings>Display>Cast.
That will cast the screen of the Google device to the TV.

Also you could connect the Chromebook to TV via HDMI.
