port forwarding for minecraft

So I've been trying to port forward to play minecraft with my little brother. Ive got a custom built pc running windows 10 and using an airport express. Ive watched all of the tutorials and followed their instructions to the dot. \
Im also on a shared apartment internet, no access to the modem, so im not sure if that affects anything.
any advice on how to fix this problem would be greatly appreciated.

This is the mobile gaming section, I'd recommend starting a thread in maybe the networking section of the forums, your question is more relative to network professionals than it is to people who play video games on their phones.
