power comes on for 3 seconds but nothing on screen

I turn the power button on and power light comes on for 3 seconds and goes off. the screen never comes on. its a new comp. hp bs-095ms. I took the battery out and put back in and now it doesn't power up.

If it is new and doing this take it back. No new computer should do that.
