Problem loading Toshiba lap top for the first time

just bought a Toshiba laptop, and I went through all the prompts to load it. It wanted me to register, but I clicked to have it done later. It started to load, and then it said there was a problem. It has been stuck on the "just a moment" screen for an hour. Is this normal because it is the first time loading, or is something wrong?

That's not normal, something wrong with it.
