Problem: Sometimes my internet slows and my computer freezes

A couple of days ago, I went to use the bathroom. When I came back, the computer began to act strange. I use a Windows 7. My computer would freeze and I would have to force a shut down by holding the power button. When I turned the computer back on, all I received was a black screen and my mouse in the middle. I attempted to reboot in safe mode. However, when I did, the computer stayed for over an hour and a half on atipcie.sys. I rebooted the computer again. I reached the desktop, but the computer was unresponsive.Once more, I restarted my computer again, finding myself with the CHKDSK. Some things were unreadable, and some things were deleted and retrieved. Once returned, it appeared as though I have lost everything on Chrome and Firefox (mainly lost sync, so Chrome went to Vanilla). Since then, I noticed a trend.

Sometimes, when browsing the internet (via Chrome and Firefox) web pages would take a while to load. The tabs would display a circle next to each of them, signalling that the webpage is loading. However, when this occurs, my computer begins to freeze. When attempting to look at other programs (e.g. Steam, Microsoft Word, etc.), each and every program will be unresponsive with the borders around said programs appearing, followed by a title Program Not Responding.

Sometimes the programs would be unresponsive before I even open the internet. I have trouble opening up the start menu. Hovering over the taskbar would sometimes fail to display a response and the blue circle would appear. I have used Malwarebytes Anti-Malware and found no problems. I have ran CCleaner and Smart Defrag. I have edited the start-up programs so less would be starting up. I have attempted a system restore, however, there were no restore points available. What can be done to fix this problem?

I've edited the original post a little. I forgot what my PSU was, and I can't really opening up my computer at the moment. My PSU should be around 550 Watts. Here are my system specs. Thank you for your help.

Just an update. There is this one file for a game called Rumble Fighter. When updating the game, the game would cease to update. It states that the file is unable to be overwritten. When attempting to delete the file, right-clicking on the file would cause all those problems and freeze the computer. When attempting to delete the folder containing the file, only the file remains. What can be done?
