Problem with adjusting screen brightness

Hello, I am having a problem with adjusting screen brightness. I would normally use the f2 and f3 keys but it doesn't work now and I can't even find the adjusting the brightness section on the panel bar. I have already tried to uninstall my generic pnp monitor but whenever I scan for hardware changes it appears to be not uninstalled, so basically it doesn't work for me. Btw I'm using a Toshiba Notebook and windows 7 as os. Hope somebody could help me out. Thanks.
