Problem with Processor speed on Dell Latitude C640

I have a Dell Latitude C640 laptop. Well I have a 2.20 GHz Processor in there, but it only shows that it is running at 1.20 GHz, How do I fix that problem? I have a GB of 2100 ram in there and a 250 Gb hard drive. Please help me out with this problem.

Are you on a power profile that reduces the clockspeed? Notebooks throttle their processors to save power.
 
Yeah, if you have Intel SpeedStep enable (it will be by default) your CPU will throttle down when it is not under heavy (30-40% usage) load. As soon as you start doing something that requires CPU power, it will throttle back up. Nothing to worry about.
