Processor Boosting Question

My brother in law wants to get a laptop for his son for Christmas. His son wants to play 2 specific games on it. The games require a minimum processor speed of 3.4GHz. My question is will a processor that boost up to 3.4GHz work or does it need to be a base of that speed?

The 3.4GHz is based on a dual core Pentium D from 2006

The minimum of BeamNG is an i3-3210 (Dual Core + HT) @ 3.2GHz, from 2013.

Between generational improvements (approx 10-15% per gen), the desktop i3 of Skylake eras would be approx 50% "better" than the 3rd gen minimum.

You're looking at a 6th gen i7 (albeit, mobile), 4 cores/8threads, 2.6GHz base........... you're actually looking at a "faster" CPU, and clock speed isn't so relevant.

The "CPU at X speed" is a generic spec listing, and sounds like an older title? Newer titles will specific the minimum and recommended CPUs from both camps.

As for boosting to 3.4GHz, you should be able to enable the "high performance" power plan, and have the CPU run at that speed all the time - assuming thermals are in check etc.

So even though it requires 3.4GHz it can run at 2.6? I'm trying to figure out the cheapest laptop he can get to run it. If you have the time to send me a link to the cheapest laptop that will run it I would be eternally grateful.
